Is there any mechanism to handle an expired bounty which has not been awarded?
Any time limit on boutnies to distribute the points if the creator is MIA?

Yes, there is, I think the bounty OP gets an email after the bounty expired and has 2 days to act. After that, the bounty is automatically awarded to the entry with the most reactions (likes+thumbs).
