Don't allow animated WebPs in thumbnails

Some people are using animated WebPs to make their models stand out above everyone else's, and they always loop even if you have "autoplay GIFs" disabled. It's really obnoxious (make your thumbnail stand out by making it better, not by animating it), and if everybody animated their thumbnails the search would be a true nightmare.

Please disallow animations in uploaded images, especially the ones used in search results.

I Beleive possiblly this was nixed.
