Why am I being asked to pay yellow buzz for image that isn't NSFW oriented?

Im using OpenAI's GPT image generator and I'm just using it to generate a scene from a zombie apocalypse. Everything was fine using version 1 where I generated a medium and high cost image but when I tried their v1.5 I was asked to pay 100 yellow buzz just to unlock the image. I think its egregious that this will cost me yellow buzz when the other two were fine.

The only possible reason might be because of the prompt "blood and gore" but that wasn't even an issue in version 1 since I just reused my prompts. I don't like that because of the new buzz implementation I lost out on 100 blue buzz for nothing and I'm sure as hell not paying to unlock it in yellow...
