In the modern parlance, a 'truth commission' is an organ of a state focused on the discovery of past wrong-doing by a government. This is often an exercise conducted by new democracies that have rejected unjust, tyrannical rule by authoritarian powers to reconcile its people with the past transgressions of their fellow countrymen who are functionally so numerous that they cannot be held individually accountable. This may involve an element of restorative justice if reparations are made by the new state in the name of its people for their past collective actions.

A truth commission is distinct from a criminal trial in that its emphasis is often less punitive against individual transgressors, which stands in contrast to trials for war crimes or crimes against humanity.
